At the beginning of the new millennium, the Chinese government launched the Great Opening of the West, a development strategy targeted at remote areas inhabited mainly by indigenous ethnic groups. Intended to modernize infrastructure and halt environmental degradation, its tactics in western China have resulted in the displacement of pastoral Tibetans to urban residence and sedentary livelihoods, causing massive social and economic shifts and uncertainty and eventually leading to signs of discontent in ethnically Tibetan regions.

Based on more than a decade of fieldwork, Exile from the Grasslands documents the viewpoints of both the people affected—Tibetan pastoralists in Qinghai Province—and the Chinese officials charged with relocating and settling them in newly constructed housing projects. As China’s international influence expands, the welfare of its ethnic minorities and its handling of environmental issues are receiving close media scrutiny. Jarmila Ptáčkova’s study documents a politically and ecologically significant process that is happening—unlike events in Lhasa or Xinjiang—largely outside the view of the wider world.

Though the issue of female genital cutting, or "circumcision," has become a nexus for debates on cultural relativism, human rights, patriarchal oppression, racism, and Western imperialism, the literature has been separated by diverse fields of study. In contrast, this volume brings together contributors from anthropology, public health, political science, demography, history, and epidemiology to critically examine current debates and initiatives, and to explore the role that scholars can and should—or should not—play in approaching the issue.

There are few attempts to link human rights discourses and child poverty debates, though the field is expanding. Within sociology, both the study of rights and of childhood are marginal. This article utilises a sociological approach to bridge rights and poverty debates in relation to children and explore why there are barriers to implementing children’s rights in specific instances. Drawing on Young Lives research, a longitudinal study of children growing up in poverty, the article explores how discourses of children’s rights play out in local contexts and how a narrowly legal perspective fails to engage with children’s experiences of poverty. The article concludes by proposing that a broader, sociological approach to rights as not only rules, but also as structures, relationships and processes (Galant and Parlevliet, 2005) can better engage with the causes and consequences of poverty, while also developing locally relevant responses.

Minority Rules is an ethnography of a Chinese people known as the Miao, a group long consigned to the remote highlands and considered backward by other Chinese. Now the nation’s fifth largest minority, the Miao number nearly eight million people speaking various dialects and spread out over seven provinces. In a theoretically innovative work that combines methods from both anthropology and cultural studies, Louisa Schein examines the ways Miao ethnicity is constructed and reworked by the state, by non-state elites, and by the Miao themselves, all in the context of China’s postsocialist reforms and its increasing exchange and fascination with the West. She offers eloquently argued interventions into debates over nationalism, ethnic subjectivity, and the ethnography of the state.

Posing questions about gender, cultural politics, and identity, Schein examines how non-Miao people help to create Miao ethnicity by depicting them as both feminized keepers of Chinese tradition and as exotic others against which dominant groups can assert their own modernity. In representing and consuming aspects of their own culture, Miao distance themselves from the idea that they are less than modern. Thus, Schein explains, everyday practices, village rituals, journalistic encounters, and tourism events are not just moments of cultural production but also performances of modernity through which others are made primitive. Schein finds that these moments frequently highlight internal differences among the Miao and demonstrates how not only minorities but more generally peasants and women offer a valuable key to understanding China as it renegotiates its place in the global order.

Based on extensive, multisite fieldwork, this book will interest scholars of Asian studies, anthropology, gender studies, postcolonialism, ethnic studies, and cultural studies.

In Poetic Operations, artist and theorist micha cárdenas considers contemporary digital media, artwork, and poetry in order to articulate trans of color strategies for safety and survival. Drawing on decolonial theory, women of color feminism, media theory, and queer of color critique, cárdenas develops a method she calls algorithmic analysis. Understanding algorithms as sets of instructions designed to perform specific tasks (like a recipe), she breaks them into their component parts, called operations. By focusing on these operations, cárdenas identifies how trans and gender-non-conforming artists, especially artists of color, rewrite algorithms to counter violence and develop strategies for liberation. In her analyses of Giuseppe Campuzano's holographic art, Esdras Parra's and Kai Cheng Thom's poetry, Mattie Brice's digital games, Janelle Monáe's music videos, and her own artistic practice, cárdenas shows how algorithmic analysis provides new modes of understanding the complex processes of identity and oppression and the intersection of gender, sexuality, and race.

Using historical analysis of the inclusiveness of Labor Department affirmative action regulations for African‐Americans, American Indians, Asian Americans, Latinos, women, and white ethnics, this article shows that understanding variations in social movement success requires understanding policy‐elite perceptions of the meanings of social movements and the groups they represent. Variation in perceived meanings along dimensions of definition, morality, or threat helps explain the speed of group inclusion, the amount of mobilization needed, and possiblity for failure. Ethnoracial minorities benefited from perceptions of definitional and moral similarity to blacks, but elites perceived women as different definitionally and white ethnics as different definitionally and morally. Policy‐elite perceptions create obstacles for some groups, forcing them to struggle longer and harder for the same policy outcome.
